Germany's €659M Investment: Foundation or Decoration for Europe's AI Ecosystem?

The EU approved €659 million for Germany to build four semiconductor facilities. Silicon carbide epitaxial wafers, optical lithography equipment, thin-film metrology. They all look like good stuff, but my first thought was: Europe has finally started taking action, but are they being a bit awkward about it?
