AI compute budget approved, but what about data pipeline costs?

Just saw a post about how legacy systems drag down real-time AI decision-making. It put it bluntly: disconnected data, batch processing updates, and limited integration interfaces. Translating that into financial terms: if the underlying data doesn't move, no matter how much you spend on upper-layer AI, the marginal returns will diminish.
