Texas legal battle: OpenAI's proactive letter is smart self-preservation

This week I saw OpenAI wrote a letter to Texas Governor Abbott discussing AI infrastructure. My first reaction was: they are treating regulation as a negotiation table. In my years doing strategy, I'd say OpenAI is proactively defining the rules instead of waiting for them to crash down on their heads.
