20 sign agent self-discipline pact; 155 apps reject Doubao screen control
KEY FACTS
- On November 4, the China Academy of Information and Communications Technology (CAICT) led Huawei, Alibaba, Tencent and 17 other organizations in signing the Agent Development Self-Discipline Convention in Wuzhen.
- On October 14, the public comment period for the Doubao mobile assistant screen-automation protocol ended, with 155 apps explicitly refusing to connect.
- The refusal list includes 66 Tencent-affiliated apps, 23 Alibaba-affiliated apps, 14 Kuaishou apps and 11 Meituan apps, among them WeChat and Taobao.
- Doubao operates apps on the user's behalf by simulating taps, which platforms argue bypasses interaction paths such as recommendations and advertising.
- StepFun's STEPX Neo secured a Meituan errand-running partnership through an API, but Meituan's food-delivery business was not opened up.

PHYSIX OBSERVATION
The convention is a gesture; the refusal list is the real map of interests. Platforms are not opposed to AI acting on users' behalf — they fear an external agent becoming the new interaction gateway and cutting off the advertising and recommendation value chain. The dual-authorization principle hands platforms a legal veto, and opening errand-running while holding food delivery shut proves the point. For an agent to work across platforms, user consent alone is far from enough; it must negotiate interest alignment with each platform item by item.
